In 2009, local businessman George Cottage bought the non-descript building, which had gone into unfortunate disrepair.  Seeing a potential for its presence along Front Street, Mr. Cottage sought the expertise of Heritage Consultant Brian Romagnoli, who was responsible for the research, design and co-ordination of trades & artisans.  The building's restoration accurately depicts the era of Queen Victoria's Diamond Jubilee in 1897, when it was purchased from original occupants, the Canadian Bank of Commerce.  At the forefront of industrialization & mercantile trade along the Welland Canal, the Quebec Bank was formally absorbed into the Royal Bank of Canada in 1917, and remained a branch until 1960.

To create a unique presence along Front Street, Mr. Cottage also commissioned Brian to design & paint Canada's First Heritage Bank Mural on the south wall of The Quebec Bank.  It illustrates both the history of the Bank (which is Canada's 2nd oldest, chartered in 1818), and the development of the 137 year old building, which remains the only restored Bank branch of its kind in Canada.   As a result, both the mural and the restored building have inspired the City of Thorold and many adjacent building owners to re-invest in downtown streetscape improvements.
